I took a look on your page. It's coded on old fashion way, so I suggest to use Bootstrap witch is suitable for presentational pages, and latest HTML5 and CSS(3). I have a lot of experience in making responsive websites (and code refactoring), usually with Bootstrap css framework. Code will be validated on W3C validator for html5 and css3. I have looked through the website source code and I noticed that you are using a very old mechanics of writing HTML - you used "table layout" for a page. It's not good. In 2016 the table layout is dead for pages, it is used only for real table data to show. So, I will make the page fully responsive and mobile-friendly with modern technologies.
