ANT technology wireless throttle from brushless controller

Looking for an individual that is familiar with ANT wireless technology and Brushless E-Bike speed controller.
We are implementing a wireless throttle to our E-Bikes. It must be ANT technology and have double redundancy and an always off switch. The ANT Technology is similar to Blue-tooth but requires very little Mah.
You must be familiar with hall sensors and be able to emulate the hall sensor output on the speed controller side.
We would like to add a second layer of Blue-tooth and an Android application to read voltage, amps current speed, connect with Google maps ETC. I would prefer a USA company but I am open to suggestions. The actual rate is negotiable.
The first layer will be a wireless ANT throttle and emulation on the brushless E-Bike speed controller side. It must be extremely safe double or triple redundancy. There will be no power switch. By pushing the throttle it will start the motor. In an always off situation.
So in basic form we have a product that we will embed this wireless throttle into.
