Create A Mobile Webpage

I am looking for someone skilled in Mobile Website Development to create a basic mobile page template. I believe the term used for mobile page design is "responsive design". I already have the detect code in place on my site that will re-direct users to a mobile page... I just do not have the mobile page. I am looking for a "responsive page design" that will work on most mobile devices / screen resolutions. I just need a single page design. Attached is an example page which shows how I want the page to look and function. I would like the font size and graphics to fit the screen size no matter what resolution the user has on their device (if this is possible). I am open to taking any advice you may want to suggest. If you need me to create graphics for you for this project, just let me know what you need and what format.
