Android MP4 Player Theme changes

Take any open source player you desire to work with (or browser) that is able to play an MP4 (~100 seconds) movie. adjust this player to have no window frames Buttons only 2, Right and Left. Right side = plays back the movie from current place till 5 seconds. Left side = plays till the end of the next 5 seconds in the movie. after play on idle mode, player stays in last frame as screen (or plays a known sequence set from the movie). Each Player will has a CodeID that activates it, as a key to open the player (current check api from server we supply, exist, for-now use always true) An android application is what we need. (iOS is nice to have) Please bid if you can read code and rewrite it to the right form of being and application maker. if you have many projects on android apps (in this site better) and you think you can do it fast, Ping us just with the number of days you think you can do it.
