Firebase chat related push notifications issue fix for Android App

We are looking for an Native Android App developer with min 5 yrs of exp. and have extensive exp in Firebase chat for fixing push notifications issue for a dating App.
1) When the device is in the Background( App quit state) with screen locked, the push notification appears
only when the device is unlocked/ when the device is active again.
2) For video call, when the device is locked and in the Background, if we make video call,
the push notification is not reaching the recepient and hence he is unable to know if someone is calling him.
This 2 critical issues we need to fix urgently. If you can fix it , then only apply else please excuse us.
