Animating A Stock Image

I'm looking for someone who'd be able to take a stock image and animate some subtle additions to it to ultimately create a WebM that would loop smoothly and last roughly 6-10 seconds.
The dimensions are already set to what they'd need to be. As far as the effects themselves go, I'd like to see a subtle glimmer effect on the armor and flag pole, the flag to be waving/appear to be moving, and general atmospheric effects (such as dust or lighting).
