I can make it today. If you need a time to be REALLY precise - I would recommend to use an additional RTC module with Arduino. DS3231 is the best choice - cheap (2-3$), very precise (and also has thermocompensation of the pfrequency) and widely available. However, if it is possible initially to send a current time FROM your RS232 host for initialization when Arduino is connected - RTC part can be skipped. The best solution for the problem is to use Internet to update Time over the time. However Arduino board don't have internet. My solution for the problem is use another device.
