Explain the format that Serial data is being sent in this Arduino sketch. C++

I have a working sketch for the Arduino MEGA 2560. Can you please help me understand the exact format that it is using to send serial commands in? It appears to be sending it as a String and I know the format it is supposed to be sending it in in terms of what the structure of the commands are supposed to be but when I try to send it in that format through the serial monitor or through a quick sketch, it does not seem to be picking up the command correctly for some reason, yet this sketch is happy to send commands out without issue. I am trying to understand the exact format it is using or better understand if it needs to be sent as 0x or [login to view URL] or it is going as an ASCII command or it needs a new line or what. That's all, just explain to me the format that this sketch is sending serial data out and what exactly I need to send or how to send it in order to make it work.
