HTML-ASP Design

I've multiple templates that I need to be designed using ASP.net, HTML, and CSS. I would like to start with design of one page and if the project goes well, then I'll continue to ask for more pages. Note that this is only a page design and no code behind is required, no database, no , nothing but the design of the page. Please see the attached Excel. This needs to be redesigned in ASP.net (4.0 or 4.5). I've a restrict requirements as follows: 1) Use one CSS file 2) The Table, TR, TD tags must be indented hierarchically; on it's own line. 3) All TD tags must be done on one line 4) Clean HTML code with usage of CSS 5) In HTML, the width must be used only for the first TDs, and no percentages 6) Create the page as aspx; although for now there are no usage of ASP tags 7) Please don't use Excel to convert the page into a web page - no EXCEL tags I'll need to review the code as you are in 5% of the design, and about 20% incrementally thereafter. I'm looking for some one who can work on this project; but one step at a time. Ultimately we'll design the pages, then we'll add the ASP tags, and code-behind for database and edits. We'll agree on a price for each step and pay as each step is done.
