search engine function in website

hi, client is working in annual report for a company. this report will be printed in a book, but also, they are creating an online version so that viewers can also search the content online. They have their own web design person, but he/she does not know programming. They need to have a search engine included in the mini-site. specs are provided in the txt file. I will only select if you have such a project before. pls post up search engine samples only. Please advise timeline required upon receipt of all content. Server hosting the search engine will be windows servers. Thanks!
