Im assuming you would a basic loader without a gui, with a silent load option? I would write you a native C application to get the first device id it is loaded from, and send that to a server. On subsequent loads it should check if the device matches. If you wanted a gui uou could wrap the loader code in and have it be independent of your GUI.
