licence plate recognizer by webcam

I need to have a small script in C# for implement in our software for for use a webcam like a rearview camera for car .
I need to recogmize the area of licence plate during a parking and estimate the distance from rear veicle ( it is proportional to the area )
the parameter to impost are :
1) camera focus
2) camera lens in mm
3) camera position ( es. +1 , +2 +3 +4 +5 cm ) from car end
4) allarm misurement ( like 5 cm )
also need to turn on the red light of a little traffic light if the distance is less teh the imposted at point 4)
