modify a desktop application

I am wanting to modify an ocr translation app. everything is already working on it, so it doesn't need debugged it just needs 3 features added to it. As of right now the app records the screen wherever highlighted and ocr's whenever you click the button to capture. 1) App only allows online videos to be display right now, need feature to allow local pc videos as well to be shown in the capture area. 2) When capture button is pressed need app to also take a time stamp in the SRT format. So ideally an SRT notepad would be running in the background with the app and each time the capture button is pressed a time stamp is taken, and whatever is captured the ocr'ed text is automatically put in underneath the time stamp in the notepad. this way I dont have to stop video and cut and past anymore. Each time the time capture button is pressed the time stamp should be recorded, the next time the capture button is pressed the previous time end stamp should be completed and a new begin time stamp should begin with the new text. This way their is a begin and end time to each capture within the time stamp, exactly the format of a subtitle SRT file. 3) If it is possible and you can think of a way it would be great if the app could recognize when new text comes up, so it can automatically make the capture instead of me manually having to watch the video and press the capture button each time. ***I attached the code in the files so you can take a look at it and tell me if you can do this job. For someone with advanced coding knowledge this should be an fairly easy and quick project.
