Build ASP.NET Web site that runs on Azure - ASP.NET core ok.

I am looking to build an ASP.NET web site that I can deploy to Microsoft Azure. Preferably ASP.NET MVC with Bootstrap. Must run on Microsoft Azure. The web site should support multiple users, each with their own profile. Users should be able to login, reset their passwords, etc. Users should belong to a role (role1, role2, role3) I should be able to assign a user to a role Members of role1 will see ONE page in the navigation bar (page1). Members of role2 will see TWO pages in the navigation bar (page1, page2). Members of role3 will see THREE pages in the navigation bar (page1, page2, page3). Each page should mirror the other, except that each page will access a different database table (the contents may grow to be too much for one table, so I want different table for each page) Each page will have a hierarchical TREEVIEW that allows users to relocate/re-organize their data. Users should also be able to rename the menu title or the menu value. The database columns for one of these items may look like (user, location, key, name, value). Please focus most of your efforts on the treeview on the page so that the technology works: 1. Displays entries in a hierarchical manner 2. Items are not pre-loaded all at the same time into the treeview as too many items will break the web site. Items should only be loaded from the database when a folder is clicked 3. Allows moving items from one folder to another 4. Allows Updating the value of items 5. One treeview for each page - each page queries a different database table The Treeview should handle 100,000 records per user. Treeview should never load all data at once. Consider loading on Folder click, or paging, etc.
