I can tell you that, for ALL browsers, all activities are EVENT driven. So, when the user types a URL to visit a website, in the URL bar and attempts to NAVIGATE to it, the browser(Chrome , IE and Midori etc), generates an event. SO, that event handler would need to be modified, to re-direct the browser to your chosen /new URL(if the site is black listed). It would need be done on a per-browser basis; not at a Windows/system level.

HI, I think the way to achieve that is using a proxy server, and configure it with a blacklist. I think you don't need development at all. Or easier you can block the sites in your router.
