Basic Changes to HTML Website

A client has a html website which needs three changes.
1. The header needs an opaque background so that you can still see the colour through it, but that the menu items themselves are more visible. This is an issue only for the desktop version of the site - the mobile version is fine and doesn't need to be changed.
2. The header (desktop version) needs to be locked in place the same as the mobile version is, so that when people scroll it is visible the entire time.
3. Under locations on the contact page - I have a list of store locations that must be added. Please see the attached file. Each will simply be a name of a place and the shopping centre at that place.
The attached locations file also contains the name of the website. Login details will be provided after the winning bidder is selected.
This needs to be done in 24 hours is possible. My budget is $30 AUD.
