Design ready, now: Create a custom wordpress html5-ready theme from 6 psd-files

You need to be able to build a wordpress theme using the best technology for keeping e.g. images to the right size and by using minimum css code. The design is done. Now it needs to be implemented in Wordpress. We have 6 psd files that shows starting-pages with/without submenu, article pages and contact pages that need to have a custom wordpress theme created for them with a larger banner on the front, horizontal-menu on the top (and horizontal sub-menu folding out underneath it if sub-menu items exist), and the possibility to write in 2, 3 or 4 boxes besides eachother underneath the full-width banner. The typical article page is also layed-out with a placeholder to the right for images/customer references/news etc. The wordpress theme needs to be developed with best-practice so it can both be easily implemented on a staging system, as well as migrate information from the current main site and it needs to load as fast as is utterly possible including that big images/background images will need to load last. The theme need to support to hold multiple languages. A FURTHER PROJECT OPTION: You can include in the text what your bid would be for the possible continuance where the project would be to move move the content from the existing DotNetNuke-powered site onto the new Wordpress-powered. The current site holds around 400 pages total in 4 languages.
