Front end specialist to fix my email HTML inline CSS template to be responsive

I have an HTML with CSS coded inline file that is a template of a report I need to email clients. I would like to make that file responsive. It also does not show up correctly after the email is sent so that needs to be fixed too. When I add the html to the email it shows up correctly see "[login to view URL]", but when that email is sent it displays "[login to view URL]".
