Logsheet database and GUI

I currently use an existing log sheet to log vehicles by identifications of type and ID number, time when passed, direction of travel and several other categories. I have digitized this log sheet into an Excel worksheet but have no equations or macros entered to manipulate data. I need to have this Excel worksheet incorporated into a program that will allow data entry into the sheet as well as access to a created database of entered information. I need to have the database searchable by numerous criteria and also have the ability to extract averages and specifics within defined parameters. I want a GUI that simplifies inputs. Many fields can be set up to auto-enter such as date and time, either taken from the system time setting or an incorporated clock/calendar component to the program. I will need to have the ability to print out and save to disk completed copies in the exact form of the original Excel worksheet from any date or series of dates desired. The program will be installed onto an older touchscreen computer running the Windows XP operating system. The GUI should be designed with touchscreen application in mind. I will be using Microsoft Office 2000 so the worksheet should be compatible, however, if necessary I will utilize OpenOffice if a newer platform needs to be used. I will communicate with the winning programmer all required specifics as well as the existing worksheet. I would expect there to be at least two revisions after initial completion to tweak the program and correct issues before final approval. Please bid the job with this in mind as the fee will include all work necessary for final completion. Upon this final completion I will aquire ownership of the program and all rights associated with it.
