Your requirement is quite clear to me but before I can confirm my bid on this project, I would like to get a couple more things clearer: 1) You basically need a program that would read the input from a USB camera and OCR the text in the video and write it to a text file. And you should be able to set the frequency of scanning the video for text (for an example scan the video every 1 second or every 0.5 seconds for text). Please confirm whether this is correct. 2) I can see that you have chosen VB.net as a skill required. And I am exceptionally good in VB.Net. So I have no problem in getting this done in VB.net. But are you open to getting this done in other languages? for an example, c# or Python. If I feel its easier/faster or better for any reason? Please confirm the above and send me any additional details I may need in getting this job done for you successfully, I am willing to discuss further and start working on this immediately and get it done within a weeks time.
