OpenCart Gift Registry Module Development

I need a "gift registry" module that can be integrated into OpenCart (preferbly a vqmod but not required). In this OpenCart, products will be able to be purchased online via COD (cash on delivery) only! This extension needs to work in respect to that (with the ability to also work for paid purchases in the future). Budget is $150. Specs: 1. Registered user can create a gift registry for a given event + add products to it, as well as send email invites to the registry (via encoded URL) 2. Friends of registry owner can look up the registry, search it and buy products off of it (COD payment!). After every purchase, an email is sent to the registry owner, registered user, and OpenCart administrator. 3. Registry owner + any friends can see status of registry in real time (e.g.: 4 Needed - 2 Purchased).
