Read PDF report, filter data and create new filtered report

I have a report that I print to a PDF file daily. I need an application to read the file, filter out data that meets a certain criteria, and then reprint the report without the filtered data. The criteria used for filtering varies but it is based on account number, then the CAT (category) and T (type), and lastly the SERVICE (codes). If you look in the attachment at the first image I can give you some more examples. Account 9325 is a CA4 and has P1, and a payment. Thats acceptable so I really don't need to look at it. Account 7506 is an MC3 with RCOV3 and a payment. Thats acceptable so no need for me to look at it. Account 6850 is an MM8 and has RCOV3, RCOVE, RCINT, RCDTS which would be a valid code set for an MM8 account, however there is a money due under the PAT. CHG (patient charge) and since no payment was made, I'd need to see that. Account 2794 (MM8) has the same codes RCOV3, RCOVE, RCINT, RCDTS and a payment was made. Since thats a valid code set, and there was a payment made, there is no sense in me having to review it. Account 9376 (MM8) has a valid code set, and a payment, but has a warning line (yearly charges). I need to see any account with a warning line. I am open to any ideas on how to accomplish this. My idea was to let me create some type of text box for each category and type (MM8, MC8, MM7, MC3, CA4, etc) and then allow me to type valid combinations for each one. I'll need the ability to handle an unlimited number of category/type codes. Each CAT/Type could have many different valid code sets as well. Also, if there is an amount under PAT.
