Web and graphic designer - Quality and fast turn time

I am a web developer looking for a quality, skilled graphic and web designer to make website templates, in html and css, including navigation, layout and page elements. Essentially a template for nice looking, modern, production websites, most with minimal or no flash, but some may have a bit more. I would like to start with one template but there will be MANY templates to come if things go well. Images and general theme will be delivered and designer needs to produce high quality, latest design specs, cross browser compatible and maximize css use. Designer must agree not to include sites in their portfolio, as well, agree to use in-house email (you at our web company) as items will be forwarded between the clients and back. This position can lead to a lot of work, so candidates please let me know your availability and amount of work load you can take and the 5 items below.
