build an ezine website with a player finder, trading forum and game tribute page

I want to start this gig in May this year, so in a few months.

Blonde Zombies is an EZine (digital magazine) with a game fan section and eventually a preview of our web comic (first few pages free, all pages free for vip members - these members also get a 50% discount on our first game) made by M = Delta V + C Art Team in development and launches in late May of 2018. In the meantime we are gathering content to put up. We have audio and video interviews as well as feature articles. We will be focusing on interviews that address questions that our target audience might have – creative amateurs and obsessive fans of pop culture and fringe/cult entertainment and art (including cosplay fans, movie fanatics, retro gamers, comic collectors and creators, tech heads, horror and gore fans, arthouse and foreign movie buffs, indie game devs, indie filmmakers, cartoonists and self-publishers of comics, tabletop gamers, hackers, etc.) The website will have additional functionality of info about the Mutant Chronicles Universe Franchise and a player finder for these games. As well as links to additional resources - Mutant Chronicles is a cult techno-fantasy tabletop wargaming franchise with more than four incarnations - Warzone: Mutant Chronicles, Mutant Chronicles 3rd Ed RPG, Warzone: Resurrection and Doomtroopers (there is also a snes game and a UK film and novelisation of the film by Matt Forbeck) - most of the art is by Paul Bonner. The game world has taken a more European approach to story and world, rather than what you might find in the more commercial Warhammer: 40k. I also want to have a trading forum in this section for collectors of any of the games in the Mutant Chronicles franchise.

This gig is to build the digital magazine website with a $1/yr subscription system, as well as the platform for the web comic and a way to publish audio files, video files and feature articles. Also a tribute page for MCUF with links and a player finder and trading forum.

My budget is around NZ$100 not inlcuding hosting and domain.
