Build a Website - fixed price

I have an existing website and I am basically happy with the site and colors, but it can be much better. I also want it to be mobile friendly. I need two pages reworked. The ‘features’ page and the ‘buy’ page. The purchase page should be something like this but with only two purchase options. More details to follow... [login to view URL] I also need a new header and footer which will work with some of the existing website pages. While the number of pages needed is small (3), this will really be a website rewrite. I am expecting a completely new CSS file which possibly reuses some of the existing assets. The new header and footer will be applied to the existing pages with probably minor changes to internals. Finally, every page needs to be less than 1 MB in total download size. No Bootstrap, but Pure css might be an option. ...or just straight css. I would prefer the site to be ie7+, but I suppose I can live with ie8+.
