UI Client side from scratch - including support for multiple languages

I'm looking for a professional web developer with great programming skills and proven experience, for building a client side for a complex system.
Design specifications are attached.
Note: I would like to get a three options of UI designs (only of page or two) so I can decide which I like the most.
The UI should support multiple languages, so all UI strings should bo stored in xml file which I could translate to any other language, in addition, it have to support both RTL and LTR languages.
