graphic design for t-shirt

Ideally, I'm looking for a designer that can assist in apparel/tshirt designs. I'm looking for someone that can take my basic ideas and whip some creativity into them. I'm not looking for block style graphics or anything basic...I want someone who can put a piece of artwork on a shirt and make it POP. I don't have any expertise in design, I just like what I like I suppose. The idea for now is to have one shirt designed a month in which I'll probably sell on teespring until I decide whether it makes sense to build a website, etc. Fope the most part, each design will encompass some part of Charleston as to keep this a more localized apparel project. For the first design I want to do something like the City/light bulb design. Of course the city portion would be set up in a diff manner(to reflect charleston) the Ravenel bridge doesn't have to be in it but if it ties the design together then I'm all for it. Essentially the light bulbs would be dripping down from the city/skyline of Charleston. I'm thinking I would put the design on a darker colored shirt...whatever makes the design POP! That's where you come in though, maybe do a few rough drafts with a couple different color schemes. I'd like for this to appeal to both men and women. I'm looking for these designs to turn heads on the sidewalk! It's got to be creative/artsy maybe even a little funky? A powerful and unique design is what I'm looking for each and every time. If you think you/your team can get on board with this then let me know what the total cost would be and next steps. The final art file would need to be a transparent vector file, typically png works.
