Logo Fix: Clean up lines on Logo, Make logo clearer, fix lines on design, etc

First off, I want to say thank you for reading this post.
I recently had a logo designed that was not created ideally.
I had the logo passed off to me in a low quality format. The size of the logo is small in illustrator. The lines are not clean enough. Even when I view the logo at 100% in illustrator or in photoshop
I need the following done:
#1. Create a larger version of the file of the logo in illustrator. Very big maybe even like 40 inches wide. Something that can be large to use for print purposes.
#2. Clean up the lines on the font and on the design. The edges of the font/copy/letters the letters are very pixely. And look like a bad quality of the logo.
#3. Add better sun burst lines aroundthe logo.
The work must be done in illustrator.
