Redesign HTML template

I need HTML template adjusted to cover my needs.
Already bought the following template: [login to view URL]
End product must look close to [login to view URL] website.
Here is what I need:
1. Top of page is the dark blue strip, would have links and some cookie information
2. Below that is the green-ish bar which scrolls down along with the page. There is a small logo of the site which acts as the home bottom
3. When click on menu button a drop down menu would appear, not when cursor is hovering over it. Menu would be like Australia website, the pictures would be portrait 4 by 6 format. They would be random. The links would be to categories pages.
4. More details on the attached photo - ignore the interactive map
5. The description above is for home page and secondary pages
6. On top of that I will need profile page which will be similar to: [login to view URL]
7. And one more for content like [login to view URL] but removing comments, tags, related, etc.
