Redesign, Modify & Touch Up Existing Website

I have a Wordpress website that is terribly made. I need an expert to do the following:
1) Redesign the website to make it extremely easy to edit/add/change content. Content must be able to be edited using visual editor, as I do not know programming. Must be easy for someone who knows zero programming and IT expertise. This is very important.
2) There are around a dozen or two images that are pretty raw and will require some touch ups. You are also required to look around the pages to see if there are anything design wise that requires any touch ups.
3) I have 2 logos and a business card design in PSD format. The designer has refused to convert for me to AI and/or CDR. You will have to do this for me.
4) You may need to use the info on the website and arrange it into a leaflet format (A4 size). This will be very easy to do.
5) You will need to create a good backend user interface for the "Videos & Downloads" section of the site. It must be simple for the user to add/edit/delete videos and file attachments with area for simple description.
6) Basic SEO configuration setup. Nothing major. Just the usual on site optimization.
7) Give me an idea on how to display a video ad on the website.
8) You must be able to do all this within 3 days maximum to my expectations/ satisfaction or I reserve the right to cancel without any payment. If you bid for this project, it means you accept this condition. No exceptions accepted.
9) In your bid, you can propose extra services you will perform for free. Or extra services you will perform at what rate? Details must be given.
Budget is an important factor since this is a rescue mission for a job badly done by another freelancer.
