Setup of New Static Website for a Web Hosting Company

We are a 12 years old Web Hosting Company that is based in Singapore and are looking to setup a new web hosting website.
We need a static site that looks similar to [url removed, login to view] (80% - 90% in term of functionality and similarity).
We DO NOT want a 100% cloning. All pictures will be changed and you are required to make slight changes to the layout as well

The main objectives of this project are listed as below :
1. The site will comes with about 20 - 25 pages of content.
2. You are required to have Excellent Graphical Skill as we will need you to suggest and design pictures and illustrations on the website
to match with the content and wordings.
3. Designers are required to suggest changes and enhancement to the layout of the site so that it will looks more appealing and more user-friendly.
4. Integration and Customisation of the customer management system ([url removed, login to view]) is required.
It can be easily done as according to my previous developer (More info at [url removed, login to view])
5. I would prefer the new site to be On-Page SEO Optimized (with appropriate header optimization, title tags, internal/cross-linking, etc) .
NO Off-Page SEO Services is Required (e.g. backlinking).
We require a quality team / freelancer who are
