Simple 1 page iPhone/Android APP

I have a simple application that I would like developing for iOS/Android. It's a one page application and I have already finished the concepts which will be provided once the job is accepted.
Essentially it just displays a date and an expiry date which will be static and a count down timer to that expiry date. There's a colored background that spins around and an icon that moves from side to side, nothing too complicated. The icons will be provided but the background will need to be made from scratch.
One of the challenges I'm facing is within the date, I need to be able to set a specific date on a users device that I may not always have access to, and once the date expires a new date will need to be inputted for that user. The only way I can think of doing it is changing the date within the application, doing a new build and updating the application on the users device, but of course I would need to have access to that users device when the date expires. Any suggestions regarding this would be most welcome!
I'm a Software Engineer by trade so it will be championed by myself.
