Write and Install One Page Website

Please provide sample URLs of sites you have written.
I own domains [login to view URL] and .org and .net
I want a one page site that all 3 URLs go to. It is temporary until I have a complete application developed. The one page will contain:
1. Logo at the top. Anything. It will be replaced soon.
2. Heading: Say The Obvious
2.a Three words near the heading: Politics Technology Ideas
3. A drawing of a sign about 2 inches tall and 6 inches wide, hanging by a string tied to the 2 ends over a nail at the top, tilting slightly, with the words painted on it: Opening Soon
4. A pdf or jpeg file that I input will be the screen background and fill in space between (3) and (5).
5. A form at the bottom for people to register their screen name, email address and comment, to be informed when the site is running. The system will verify that they own that email address any way you want, by sending it an email that they prove that they received.
6. I can create email addresses and folders, using whatever facilities the host provides.
7. One email address receives their comment when the email is verified and I can reply to them through it.
8. I can list people registered.
You find a popular web host to host it and install it, and I will pay them to host it.
How long will this take? How long will you support free bug fixes and a modest price for simple enhancements?
After this project is over and it is up and running, I may need help promoting it.
