Build me an automation API Program to run alongside a marketplace website

We run a bitcoin brokerage (using the Localbitcoins platform). We are looking to automate as much of our processes when trading as possible. Some knowledge of Localbitcoins would probably be helpful for this. Firstly, we would need an automated database that updates itself regularly (after each trade if possible). We would like to include a feature so that when a user opens a trade with us, it automatically finds that user from a database. Based on information about the user on that database, different actions need to be taken. Those actions will include, automatically generating certain messages based on certain conditions (eg. For new users that have not traded with us before, post a certain message in chat window. Alternatively, when a user has already been verified with us, send a different message. And when a verified user creates an order that is over a certain amount it creates another message etc.). The conditions would be slightly wider ranging than this, but you get the idea. If possible, we would like other functions such as the ability to check our bank account to automatically release the bitcoins once the payment for a certain trade comes in (not a necessity but would be great if poss). Like I said, some knowledge of how Localbitcoins trading works is probably going to be very useful for this project as it will make understanding what we need much easier.
