Convert legacy Internet Explore .htc file to jQuery plugin.
The .htc file is a navigation menu component for a web application. Since it is a .htc file it only works in old versions of Internet Explorer. (IE8 and earlier)
We need to port this navigation menu over to jQuery 1.12.4 so that it is cross browser compatible.
You can see an working example of the component by browsing to [url removed, login to view]
In order for the page to load you will need to use Internet Explorer (not Edge) and you may need to change your document emulation mode to version 5. (press F12, go to emulation tab and and change Document mode to 5).

Requirements:
- the new menu must support the existing data source format (as seen in [url removed, login to view]).
- the new menu must be able to read user permissions from the existing permission source format (as seen in [url removed, login to view])
- submenus need to open with correct positioning (current example is not working for submenus)
You may, if it saves time, use an existing open source navigation jquery plugin as long as you can style it the same and make it read from the [url removed, login to view] fand [url removed, login to view] files to determine what menu items to display.
