Convert the ASP site to a responsive design with new design along with some bug fixing/feature

I am looking for an honest and dedicated Web designer/Web developer who can have a full time job and can work part-time on this project to make new design/layout (no templates) and create a responsive site including css, jquery, java script, html and integrate the new design in our current ASP code without messing up the files plus fixing the html issues in pages. Some example will be provided. The file structure and code (might not be organized as its an old site) so we need some expert to organize to understand that as well. The design should be flexible so that when we convert the site in .Net in future, we should be able to import the same design.
Also some bug fixing in old features needed in classic ASP, some program bug fixing in .net as well and also new feature like photo upload along with new design pages.
Our budget is reasonable and will be paid after the work is completed and tested. We can pay for the feature once its done. For website design and integration cannot pay as those pages will not be of any use unless its fully completed. Please do not waste time, and if you don't have ASP experience and not willing to be paid in end, our websites are community websites portal and are done for passion to help the community.
