Develop Digital Signage Restaurant Menu in HTML5 to Load on Media Player

I’m looking to avoid using expensive digital signage companies and to have the HTML5 code written and be able to edit it locally on my network. I’m only one location now, but we are a growing. Don’t need cloud based updates now, so I want to buy media player myself and have someone write the website code. It will have a timed menu changing from dinner to lunch and I would like to also have videos playing in a 1/3 frame setup next to the menu items and pricing. If your familiar with this would could do a lot of work together. I also need a website redone with online ordering and will also do a phone app soon. I will need you to be a good communicator.
