Hi there, I suggest to use angular 6(latest version) instead of v4, it’s because v6 there is a lot of improvements in performance rendering app to client side(Ivy renderer engine integration, tree shaking to pack the app smaller to increase performance to load pages to browser,...), It’s not angular.js as you mentioned in the requirements, it’s just Angular 6(angular js is v1.x) and it will be stopped to support by angular team soon.
