SharePoint Online UI Fabric "HoverCard" react functionality for HTML form - 28/04/2018 14:26 EDT

Simple. I need this hovercard in just js, css, and html so I can put it on my form. The form is in limbo right now where it is going to be located. Is it SPO, SP2016, or other; I do not know right now. [login to view URL] The react requires to setup an environment and looks complicated. I want to avoid that. I need the exact functionality of "HoverCard" in a way I can use it in an HTML form I have with UI Fabric components. I do not want it in json, ts, tsx, scss. Just JS, CSS, and or HTML. Simpler the better. It would be great if you could just put it on jsfiddle or codepen and I could see it working, doing exactly what the react component does.
