Install and setup OpenEMM or similar email marketing platform to send 9 million emails

looking for some one to build me a complete email marketing platform to to email a list of 9 million email addresses in United States about 4-6 times a year. I installed a distribution of OpenEMM on a vps, but i need it configured and set up to run campaigns. if you can recommand a differant platform that will do the job just as well then please mention which platform. Please explain in detail what the server will need and how we will achieve this. if we need multiple smtp servers and ips then explain this an explain how this will be achieved. Please explain in your quote in detail everything that will be needed to run this server at this volume. i will need the system to track how manny emails were sucessfully reached, opened, and how manny links were clicked.
