Professional Bulk Email Sender Needed

I need 13,267 emails sent weeklys three months.
I will provide the email addresses, but I need you to co-develop & layout body copy for two different messages. I am marketing credit card processing services to retailers.
The emails need to be sent to their inbox and not marked as spam or junk (At least an 80% success rate). I have included my own email addresses to verify if they are being sent to my inbox.
You should be able to use multiple rotating IP addresses to avoid being blacklisted.
I look forward to hearing a detailed response from companies answering all my requirements/questions and providing more technical real solutions.
You MUST be skilled and experienced in bulk email sending.
