SEO Liquid Rubber Site

My website, [login to view URL] needs a little help with ranking for the keyword "liquid rubber" and "liquid rubber roofing". They are moderately competitive keywords but I just don't have the time to work on SEO work for this domain currently. Other than having the keyword in the domain, it is basically starting fresh.
REQUIREMENTS:
- Absolutely NO Black hat tactics - White Hat techniques only.
- All links must be submitted manually. No use of automated software or bots
- No spam links, ie more than 30 outbound links per page.
- No [login to view URL] blocking, fake PR, penalty site banned by Google, Yahoo, Bing.
- No java links, jump scripts, framed pages, redirects, cloaking, dynamic links, flash sites/pages, hidden links, graphics.
- No link farms and link exchange programs or web rings, FFA sites, adult and illegal websites, black hat or spam sites, - No links from "bad neighbourhood" sites, ping sites, freely hosted sites (geo-cities, tripod etc).
- No scraped content, mirror sites, orphaned link pages, link schemes and sites with contextual ads, popups, ads, sponsored links, “Classified” sites, labeled links, etc.
SEO my site so that regardless of what Google update comes, it will not affect my rankings negatively. Build the business so it works for the long term and you will be rewarded with other projects down the road as well.
Payment Terms
- You will receive 25% of the project when I reach page 2.
- You will receive 25% of the project when I reach page 1.
- You will receive 50% of the project when I reach page 1 top 3 ranking.
- Payment will not be made until the work is completed so if we are just Google dancing, you will have to wait for our rankings to stabilize first.
If you are not okay with those payment terms, please do not bid on this project. Unfortunately, I have just had too many SEO freelancers "take the money and run" and so I will pay you as you perform. If you are not comfortable with this payment structure, please do not bid on this project.
Additional Requirements
- You must report in once per week and let me know where we are at with progress. I do not need a detailed report or anything and I am not a high maintenance SEO client. I have had freelancers who have taken projects in the past where I simply did not hear from them for months and then they ask for payments for incomplete work. It helps both of us if you send a quick email once a week to let me know where the project is at. This is especially difficult for SEO if they have no kept track of the links they have built and if YSE isn't showing any changes in my site's links. It makes it much easier for partial payments and I just generally appreciate being in the know with timelines.
