iPad form application

Need to design a program for the iPad (maybe backwards comp to iphone) that basically can generate a PDF and email forms to select people within the project. It needs to be able to select a project and show the associated forms assigned to that project. Whatever project is selected, it has a list of emails already assigned to it. If possible, at the end of almost all the forms, have a signature pad. Each of the existing forms I have now are in PDF or Excel. Need to be able to add forms in the future. Needs to have a "Camera" feature where the user can take a picture, change the title/filename and the picture will automatically to a webdav share, we host are own internal owncloud solution. The forms have generic information (Company name address etc) that will need to change which selecting different projects (different cities).
