New Kodi Build needed

Hello, and thanks for taking a look at this project. Very simply, I would like to create a new Kodi (Leia 18.9 ) build modeled after Xenon with wizard and apk. Ideally scalable to 19 Matrix. I will need some simple graphic and addon changes that we can go over if we're able to chat. if you not know of Xenon you can find it here:

I have uploaded a zip file where you can find the xml file. It's not my intent to copy the Xenon build just have something very similar in terms of functionality and the skin. I do have my own build and wizard but it's incredibly outdated and worthless now. So I need a new one.

I've been in Smart device biz for about 7 years and web dev for the past 15 and have utilized Guru to find most pro's under the company name, Prospect Media. I've only hired from Freelancer once so please excuse my lack of stats. I pay promptly and never under value professional work or your time. I'm on Skype 18/7 and accessible on WhatsApp. My budget is just a "ballpark" budget for now until we're able to chat. Because I will need ongoing support, as I hope this will be a long collaboration, the budget will obviously increase incrementally.
