I need to control a Pi Camera from remote PC recording in the local SD-card of Raspberry and with the streaming HD video from Raspberry to other PC (Windows). The user can to record and to stream video from the PC sending two commands over the network to the IP address of Raspberry. I need to have a script in the Raspberry (Phyton or any language suggested..) to record the Full HD video in local Raspberry and stream in HD to the remote PC. The video recording can be stopped from the user with the same script and then restart with the same script.

pretty straight forward task i can make you a python program that will be able to record locally as well as a video stream that can be accessed over the network, if you want to make it simple i can make you a web page from where you will be able record videos on the pi's sd card(start and stop when you want) , watch the live video stream. and also be able to download the recorded videos, this web page will be accessible over the network the pi is in. feel free to check my profile for past project and reviews.
