New UI Framework in Angular for our Product

We are a startup with good clientele and currently have a product that's implemented in Python, Flask, Mysql in backend and HTML, CSS, Bootstrap, JQuery, Ajax and Javascript in frontend. We are planning to upgrade the front end to Angular JS, so looking for a senior developer who can create a new UI framework in Angular and deliver the same or better product experience.
The person will be responsible for understanding all the screens, the ui flow, the customer experience aspect and then code those UI in Angular. We expect the person to have good experience in implementing UI frameworks including UI level caching, pagination and optimization for memory/network usage.
Ideal freelancer for the job will be someone with 5+ Years of experience in Angular with sound understanding of building scalable UI frameworks. The freelancer will get support from backend team in terms of all API's with json response.
