Implementing menus in Joomla 2.5 site

The context of the work is this: We are working on an English language website for Thai speakers. There are 7 programs directed at various groups (high school and university students, members of general public etc). The programs vary in content (and difficulty), ranging from teaching conversational English thru to the high level of English fluency required for university attendance.
Job: The intended layout of the website has each program with its own menu. These menus will have only the menu items related to the Joomla articles associated with that particular program.
We want these menus to be set up with introductory pages (already written) such that they will serve as a framework for program content to be added later.
So the job is essentially about setting up a group of 7 menus each related to a specific program ready for additional content (Joomla articles) to be added later.
