Debug my Raspberry Pi issue with USB modems

Hello,
I have a Raspberry Pi with 2 USB hubs connected to it, each has 10 USB 4G modems and am running proxy servers from these modems.
Up until recently everything worked great, however yesterday my Pi restarted and now it won't register the IP of connected USB modems unless they are there on boot time, some times it would even crash when I plug new modems in while it is running.
The lsusb command does show it is connected but the Pi doesn't register it as a network device, and dmesg also seems to be stuck somewhere along the line.
I need someone to help me fix this as I have been stuck for days.
