DNS Zone Controller for Nameservers to control and avoid duplicate zones from multiple clients (hosts)

I need a Zone-Domain Controller as a Script, Tool or Standalone-Server on Linux (preferred debian) to avoid duplicate zones on Nameservers they already exist.

Best Solution is to ignore a zone override from other clients (hosts) if a zone already exist

Controller should be Web-based or command-ready Shortcuts

Nameservers get handled by Plesk Slave DNS Manager.

Any solution welcome after discussion.
