Expert needed to enhance and tweak our existing red5pro streammanager setup

Live streaming app that aims to cater to at least 100 publishers and 100,000 subscribers. We're currently running on stream manager hosted at Digital ocean with c4 for our origin and edge, m8 for our stream manager, shared hosting 2cpu for our terraform service.
Issues that we're facing.
1. Fail to publish webrtc stream, but rtmp was okay. Had to restart red5 server to solve this
2. Long loading time when fetching stream via [login to view URL]
3. Stutter and dropped frames throughout stream for subscribers. And alot of blackout and no audio throughout.
Looking for someone with extensive experience in the live streaming field and has knowledge in red5 concepts like node, origin, stream manager, abr to come onboard.
